My guess is the people that voted for someone not running but still on the ballot is showing their support they would have had for that candidate.
Those candidates suspended their campaigns and not closed their campaigns. My guess is since they were originally qualified to be on the ballot they could remain on the ballot.

Here is an article I just found on Cain.
I would imagine those candidates still have the option to go actively campaigning if they chose to do so by only suspending their campaign.

I read just recently that Cain is on the campaign trail promoting his 999 plan. Just not up front in the news now
