I know this to be true because the city of New Orleans and the surrounding wards were notorious for shaking down people. For years it was part of their budget. I have witnessed scores of people being arrested over and over only to be fined and let go. But each time that they were arrested it made it harder for them to get a job because now they had a record. Most would turn to crime, be imprisoned, or worst be killed at an early age. This was racism for profit at its worst.

The charges which are applied, the amount(s) of them, and the fees that are tacked on are unbelievable...inconceivable. Simple possession charges turned into serious fines and excessive jail time. There was this "kids for cash" deal going on in Pennsylvania with two very prominent JUDGES a while back. Incarcerating kids for 'slap on the hand-type' offenses just to ensure kickbacks. I've seen a mixture of black and white kids riding bikes together and doing nothing wrong but, followed and stopped by an officer. They had sodas and one had a BASKETBALL. WTF is wrong with this picture? What was that kid gonna do? Dribble his his way into someone's home while the rest poured their sodas all over everything? Good grief.
