It may be too late, for the Blacks to change. If the illegal Hispanics are given citizenship, the Blacks will drop down another step on the ladder. It will make no difference who is in power, Democrats or Republicans.

Blacks can make a difference in gerrymandered districts if the residents of that district select a candidate of their choice not the Democrat Parties choice to run for office.
Blacks have the power right in their own districts and the residents of that district only need to use that power.
