Firecracker Millionaire Raffle Drawing

Florida's latest raffle game is Firecracker Millionaire Raffle, drawn on July 4, 2009.

How to play:

  1. Firecracker MILLIONAIRE RAFFLE is a number match game with a limited number of tickets available that will be sold within a limited sales period.
  2. Each Firecracker MILLIONAIRE RAFFLE ticket costs $20.
  3. Firecracker MILLIONAIRE RAFFLE tickets went on sale Friday, May 15, 2009. Sales of Firecracker MILLIONAIRE RAFFLE tickets will cease immediately after the 750,000th ticket is sold or at midnight on July 3, 2009, whichever occurs first.
  4. Each Firecracker MILLIONAIRE RAFFLE ticket will contain a unique ticket number that will be automatically entered into the Firecracker MILLIONAIRE RAFFLE drawing on July 4, 2009. The overall odds of winning a prize in the Firecracker MILLIONAIRE RAFFLE drawing are 1 in 730 if all 750,000 tickets are sold.
  5. Firecracker MILLIONAIRE RAFFLE tickets will automatically print from the terminal with ticket numbers issued in sequential order from 000001 to 750000 as they are sold around the state. Each Firecracker MILLIONAIRE RAFFLE ticket will contain only one ticket number. Players cannot select their own ticket numbers.
  6. Firecracker MILLIONAIRE RAFFLE tickets cannot be cancelled.
  7. A random computerized drawing from among all Firecracker MILLIONAIRE RAFFLE ticket numbers issued during the sales period will be held on July 4, 2009. A total of 1,027 prizes will be awarded. Prizes will be awarded in the order drawn. The first through 7th numbers drawn will win $1 million cash, less applicable tax withholding. The 8th through 16th numbers drawn will win $50,000, less applicable tax withholding, and will be alternates, in the order drawn, for a $1 million prize in the event a top prize is not claimed within the 180-day claim period. The 17th through 27th numbers drawn will win $5,000. The 28th through 1,027th numbers drawn will win $500.

  8. The Firecracker MILLIONAIRE RAFFLE drawing will be held on July 4, 2009 and shall be public and witnessed by an accountant employed by an independent certified public accounting firm. Winning numbers will be available after the drawing on Lottery Post's Florida Lottery Results page (www.lotterypost.com/results/fl).
  9. Winning Firecracker MILLIONAIRE RAFFLE tickets of $500 can be claimed at a Lottery retailer. Winning Firecracker MILLIONAIRE RAFFLE tickets of $5,000 and $50,000 must be presented to a Florida Lottery office for payment. Tickets winning $1 million must be claimed at Lottery Headquarters. Information about procedures for filing a claim can be obtained by calling (850) 487-7777 (TDD (850) 487-7784). Firecracker MILLIONAIRE RAFFLE tickets are the only valid receipts to redeem a prize.
  10. Firecracker MILLIONAIRE RAFFLE prizes must be claimed within 180 days from the date of the drawing (December 31, 2009).
  11. If a winning Firecracker MILLIONAIRE RAFFLE ticket bearing any of the first seven winning numbers is not presented to a Florida Lottery office for payment within 180 days from the date of the drawing, the 8th through 16th prizewinners who have claimed their prize within the 180-day claim period will be used in the order in which they were drawn to select alternate winners for the $1 million top prize. The alternate winner will be awarded the difference between the $50,000 prize and the $1 million prize. If applicable, the Florida Lottery will attempt to notify, for a period of two weeks, the first alternate drawn in the $50,000 prize category, who will be awarded the higher prize. If the Florida Lottery is unable to contact the first alternate, the Florida Lottery will attempt to notify, for a period of two weeks, the second alternate drawn. This process will continue until an alternate is contacted or the Florida Lottery has exhausted the list of available alternates, in which case the $1 million prize will not be awarded.
  12. Payment of all federal, state and/or local taxes on the cash prizes will be the responsibility of the winner. Federal withholding taxes will be deducted from the $1 million and $50,000 cash payments.
  13. Instant Cruise Prizes. Players who purchase a Firecracker MILLIONAIRE RAFFLE ticket early may be an instant cruise winner. A total of sixty (60) 3-night cruises for two from Travelocity that are valued at $933 each will be given away randomly from May 15 through June 3, 2009. The cruise prize will also include $1,000 in spending money and a Travelocity Roaming Gnome figure valued at $24.99. If a Firecracker MILLIONAIRE RAFFLE ticket is an instant cruise winner, the terminal will play a cruise ship horn and a Prize Coupon will automatically print after issuance of the Firecracker MILLIONAIRE RAFFLE ticket. Firecracker MILLIONAIRE RAFFLE tickets winning a cruise will contain a Lottery Prize Alert symbol and a message that the ticket holder is an instant winner. Should any issues arise concerning the transaction and/or prize, it is the player's responsibility to seek resolution of these issues with the retailer and the Lottery prior to leaving the retail location.
  14. Instant cruise prize winners must file a claim for their Prize Coupons at a Lottery office by September 2, 2009. Winners of the instant cruise prizes will be required to execute a Release and Authorization Form prior to the receipt of the prize. Instant cruise winners will receive a certificate from Travelocity for a Carnival 3-night cruise for two embarking from a Florida port. The recipient of the certificate must be 21 years of age or older, or, if under the age of 21, must be accompanied on the cruise by a parent or guardian over the age of 25. The certificate is not redeemable for cash. The winner will be responsible for the cost of transportation to and from the cruise port, as well as additional services requested such as upgrades, air-transfer, tour packages, purchases and cancellation or change of reservations.
  15. Federal, state, and/or local taxes or other fees are the responsibility of the winner. The winner's right to the prize cannot be assigned to another person or entity.
  16. Federal income taxes are required to be withheld from a prize awarded to a nonresident alien claimant at the rate of thirty percent (30%) pursuant to applicable provisions of the Internal Revenue Code. The reporting and subsequent payment of any additional federal, state and/or local taxes shall be the responsibility of the nonresident winner.
  17. Winners will be responsible for making reservations directly with Carnival Cruise Lines. Embarkation can be scheduled beginning May 15, 2009 and must occur by October 31, 2010. Reservations must be made in advance and are subject to availability. Valid sailing dates are from January 1 through May 22 and August 19 through December 15, not including Holiday weekends or the week prior to and following Easter. Winners who do not make reservations for an available cruise as specified above will forfeit the right to the cruise package; however, the value of the cruise package will remain taxable income to the winner. Cruise prizes cannot be redeemed for cash.
  18. If a winner of a prize valued at $600 or more is identified as owing an outstanding debt to a state agency, child support collected through a court, or spousal support or alimony as provided in subsection 24.115(4), Florida Statutes, in an amount less than the cash portion of the prize, the non-cash portion of the prize, if any, and the cash portion of the prize less the amount owed, shall be awarded. If the winner is identified as owing such a debt in an amount greater than the cash portion of the prize, the winner's entire cash portion of the prize will be applied toward the outstanding debt as provided in section 24.115, Florida Statutes, and the winner will receive the remaining non-cash portion of the prize, if any.
  19. Players must be at least 18 years of age. Persons prohibited by Section 24.116, Florida Statutes, from purchasing a Florida Lottery ticket are not eligible to play.
  20. All Firecracker MILLIONAIRE RAFFLE prizes are subject to the provisions of Chapter 24, Florida Statutes, and rules promulgated thereunder, including the official Firecracker MILLIONAIRE RAFFLE rule. Prizes will be paid in accordance with the rules of the Florida Lottery governing payment of prizes. Copies of the current prize payment rule and the Firecracker MILLIONAIRE RAFFLE rule can be obtained from the Florida Lottery, Office of the General Counsel, 250 Marriott Drive, Tallahassee, Florida 32399-4011.

Millionaire Raffle Drawing

The Pennsylvania Lottery will award 6,000 total prizes worth more than $5 million in its July 4, 2009, Millionaire Raffle. Four top prizes of $1 million cash; four prizes of $100,000 cash; 100 prizes of $1,000 cash; and 5,892 prizes of $100 cash will be awarded.

Each of the game's $20 tickets offers a 1-in-125,000 chance of winning $1 million – the best odds ever offered by the Pennsylvania Lottery for winning a $1 million prize.

Players have the opportunity to win at four different prize levels by exactly matching their ticket numbers to those drawn by the Pennsylvania Lottery.

Tickets go on sale April 27, 2009, and remain on sale until 5 p.m. July 4, 2009 – the night of the drawing – or until all 500,000 tickets are sold, whichever occurs first.

About Millionaire Raffle

Only 500,000 tickets will be available for purchase. Each Raffle ticket will contain a unique, eight-digit raffle number issued sequentially across Pennsylvania from the Lottery's central computer, starting with raffle number 00000001.

The last raffle ticket issued for the game will be raffle number 00500000. When the last raffle number is issued, the game will close and no additional tickets will be available for purchase.

  • Raffle numbers are assigned sequentially at the time of purchase. (Players cannot select their own numbers.)
  • Cost is $20 per ticket.
  • Raffle tickets cannot be canceled.

Tune in to the Drawing to See if You Won

The Millionaire Raffle drawing will be held during the Pennsylvania Lottery's live drawing show on July 4, 2009, at 6:59 p.m.

How the drawing works

An Automated Drawing Machine (ADM) randomly selects all of the 6,000 winning raffle ticket numbers. The ADM selection of the four, $1 million top-prize raffle ticket numbers and the four, $100,000 second-prize raffle ticket numbers will be televised live. The 100, $1,000-winning raffle ticket numbers and the 5,892, $100-winning raffle ticket numbers also will be selected during the live drawing show, but these 5,992 winning ticket numbers will not be televised due to time constraints.

An ADM is a highly secure computerized system that generates numbers in a random manner. ADMs have been used by lotteries for many years. The Pennsylvania Lottery first used an ADM for the "Hearts and Diamonds" game in the mid-1990s and has used random number generation over the years to facilitate many of its second-chance drawings.

The Lottery currently uses an ADM to randomly select the numbers for the mid-day drawings of The Daily Number, BIG 4 and Treasure Hunt terminal-based games. Other lotteries, both in the United States and internationally, also utilize ADMs for the random selection of winning numbers.

The ADM was certified by Gaming Laboratories International, the world's premier gaming products and systems testing company.

A Pennsylvania Lottery drawing official will operate the ADM by pressing a button that will activate the ADM to begin the winning ticket number selection process. Viewers will see the eight winning ticket numbers for the top two prize tiers displayed on the ADM monitor as they are selected at random. In addition, the winning ticket information will be printed in report form and properly recorded on certification forms by the on-site Certified Public Accountant.

The eight-digit raffle number printed on the ticket must match the eight-digit raffle number combination selected in the drawing — with all eight digits in the exact sequence in which they were selected — to be considered a winning ticket and to be entitled to a Millionaire Raffle prize.

Claming a Prize

All prize levels are paid out in cash, including the jackpot. All 100 winning tickets of $1,000 and all 5,892 winning tickets of $100 can be validated and paid at any numbers games retailer. Players with winning tickets worth $100,000 and $1 million must file a claim for payment. Winning tickets may be redeemed up to one year after the drawing date, or until July 4, 2010.
