If you're talking $1 scratchers and the top prize is gone it's not such a big deal. But if you pay $10, $20 and up for a scratcher, you're probably looking for that $100,000 prize or better and selling those expensive tickets after the top prizes are gone is just wrong.
I know it should be incumbent on the buyer to check it out online beforehand, but most people buy those tickets on pure impulse on the spur of the moment as I do and I would like to know I have a chance to get the top prize if I decide to wager 10 or 20 bucks.
