I totally agree.  If you find a winner, quietly put in your pocket, don't say a word, and look it over at home. Don't even tell your friends you found it - who needs to know? Wait 3 weeks or 3 months and cash it in at some other store in some other town.

Hey guys, come on....the lottery officials need to make it clear, if a person throws away a ticket, that ticket is fair game to anyone who wants to dig through the trash to retreive it.

It should be clear to anyone with any common sense who finds or even buys a winning lottery ticket, never say anything, even as a joke, that would give anyone the idea that they deserve your winnings.  Statements like "I found the ticket that someone threw away" or  "I plan to give my winnings to the needy" and etc. just invite trouble.

yep mums the word, Just like that one guy who won, and wouldn't even tell the lottery people why he had held on to the ticket for so long, he didn't let them say anything about him.....
