I would hope they restrict online play to only the numbers games. Otherwise it would be the same as computerized draws which I'm against. How would playing Mega Millions, Powerball or state games online be the same as computerized draws? When I buy my $1 ticket tonight, a computerized record will be stored...nothing would change for Internet sales. MegaMillions and Powerball *are* numbers games with actual ball drawings. I'm against the online equivalent of scratch offs or any other games states could dream up without actual ball drawings. | | |

My suggestion is to let the terminals print out vouchers for online play, like what Georgia proposed a while back. That way the retailers still get a commission and it will help limit peoples purchases.
That's a good idea, or if one could purchase something along the lines of what OH did, except that you could use the card online instead of just at the terminal.

A year or so ago I was negotiating with one of the tribal casinos concerning some consulting work. During one of the meetings with management the discussion swivelled around to, first, on-line casinos as they pertained to Tribal operations, then to the potential for an on-line tribal lottery. This bunch were savvy on a lot of things about gambling, and this was one of them. There was general agreement that the tribe that tries an online lottery operation first is going to enjoy seeing the managers of their gambling operation in Federal prison. They also believed the same is true of any State that tries it, selling to out of State gamblers. They might be wrong, but they were convincingly confidently wrong, if so. Mailing tickets across state lines would be illegal. LOL. Anyway, as the old adage goes “where there’s a will there's a way”. I believe all of these lotteries will be online someday, it’s not if it’s when. If you don’t believe me, look at every other industry or market. They all tried to stop online sales. Airlines made it difficult at one time also to sell online but now we have Priceline.com and so on and so forth. It just takes creativity and demand. The demand is present, we’re waiting for there antiqued laws to catch up with technology. For now, I’ll use Prime Tickets or other reputable services that offer this until states wake up and smell the money. Cheers, | | |

The casino management folks didn't want to bet several years of their lives in the slammer to find out. One of my proposals to them involved creating a Tribal On-line Casino/Lottery with central offices off-shore, maybe in Costa Rica. Fortunately, that wasn't the thrust of what we were discussing, or they'd have shown me the door before we'd discussed anything else. They believed they had a handle on what could be done, and what couldn't, without going to jail. These were the kind of folks who were used to stretching things, who knew all about pushing the envelope and staying a hair inside the law. I went on Virginia's website and they allow you to buy tickets (only mega millions) subscriptions if you have a virgina address. I was hoping to get in the mega millions there. I wonder if they accept po boxes in Virginia. It would be cheaper than your gas bills from Charlotte. If they don't take P.O. Boxes, how then just rent a mail box from Mail Boxes ETC., UPS Store, or one of the other businesses renting mailboxes. The advantage those have over a P.O. Box is the address is an actual street address which at first glance, most would think is an apartment of some other sort of multi-family dwelling. Those places will also forward mail to any address you choose and some of them will even remail things for the customer. In other words, if you have a box with them and you send them a stamped letter, they will remail it from their location, so when the letter gets to where it needs to go, it will have a postmark from the city the mail center is located in. I take a trip to Raleigh year or so for work. If they offer online gaming, I'm tempted to simply set up a box in Raleigh at one of those stores, and use it as an address. Nobody will be any the wiser. In order to make that worthwhile though, they'd have to offer something really good, like MegaMillions. Louisiana already has Powerball. PrisonerSix | | |
