NC only has lottery in one town ? It's somewhere along the Georgia coast.

The way it is setup is that there are less tickets with winning numbers. 35% of the lottery is written into law to go to education and I rather that the cut back be on scratch off that pick 3 or 4.

I have a feeling North Carolina's pick-3 and pick-4 will be pari-mutuel, which is how California, Massachusetts, and New Jersey calculate its prizes. If so, expect NC's payout to be under 50%.
