The Ohio Lottery was lucky the jackpot wasn't hit or the lower prize payoffs would have been the same. I bought 10 tickets ($20) and had 3 numbers on two tickets and 2 numbers on another; matching 3 numbers in row paid $207 instead of $10 and matching 2 paid $9 instead of $2 because the jackpot wasn't hit. But the problem was on one of the tickets none of numbers were in the same row so I get nothing on that ticket. I suppose it could be worse because it was possible I could have matched all 5 numbers and still won nothing because of the design of the game.
On the other ticket where I matched 3 numbers, 1 number was in the corner and it was in a horizonal row with one number and in a diagional row with another but since the rules of the game allows only one match 2 winner on one ticket, I get $9. On the other ticket with 2, they were in the same row so I get another $9.
I'm not complaining because nobody twisted my arm and made me play and I did get back $18 instead of $4 for $20 worth of play.
