This is terrible in my opinion.  I almost had a similar thing almost happen to me once.  I tried to cash a $25 ticket at a chain convenience store and almost didn't get my money because she didn't have alot in the register.  After the woman in line behind me bought a carton of cigarettes, there was enough money to pay me.

There was another chain store I used to deal with which would always give me an arguement whenever I wanted to cash any ticket, even for $1.  I just quit buying tickets there.  I should have reported them to the lottery, but I didn't.  That chain was bought out so I don't know if they are still doing that.

What I do now is if it it's more than a few dollars, I go to a supermarket to cash my tickets since they have more cash on hand than a little convenience store.

Just my opinion.

In GA, the QuickTrips have a sign posted that anything over $50 will be paid by MoneyOrder.

What is bad is, they charge you for that money order, go figure.

Where I work, it depends on the time of day if I can cash in the pick 3 winners of $500.

If we have several customers to come in with winners..  We might pay out 3 but that is it until we reload.  Our merchandise register is for a different account and Lotto is not rung up there.

I feel if these stores can't pay what they owe whether it be cash, money order or check, then they should not be in the lottey business in the first place and NC should really be monitoring this.  Thank God I don't have that problem at the Food Lion.  The one I shop at pay out up to $600.  I was told by the manager that if multiple winners came in, then they would get company checks or money orders but that they were required to pay.  Mom and Pop don't have any issues with taking in the money, just issues with paying the money..."What is wrong with this picture"?
