CONWAY, Ark. — This week was a busy one for the fledgling Arkansas Lottery.

The first shipment of Arkansas Lottery tickets is being transported, and will arrive in the state Monday, Lottery Director Ernie Passailaigue said Friday, and the lottery revealed its new logo.

The precious cargo will be transported by 18-wheeler to the Scientific Games (SGI) Distribution Center on the west side of town, arriving at 10:30 a.m., Passailaigue said at a meeting of the state Lottery Commission at the University of Central Arkansas.

In a ceremony to be witnessed by ASL and SGI staff and members of the public, Arkansas Lottery Commissioners will break the seal on the truck's rear doors and view the huge pallets supporting thousands of tickets. An SGI representative will remove the first pallet of tickets with a forklift.

The tickets will be distributed to 1,500 retailers throughout Arkansas and go on sale one second after midnight September 28.  The lottery's equipment is being tested in preparation for the launch, Passailaigue said.

"Hopefully we'll have a fairly uneventful, in terms of mechanics, launch," Passailaigue said, though he said he expects "every possible question" from players and retailers in the lottery's first days.

Lottery officials have also unveiled the lottery logo as the countdown gets underway.

Also Friday, the Lottery Commission decided on bonding rules for retailers and voted to issue a notice that it anticipates awarding a contract to The Bond Exchange of Little Rock to provide surety bonding services. Stephens Insurance of Little Rock and Tupelo, Miss.-based BancorpSouth had also submitted bids for the contract.

Lottery retailers will be required to obtain $10,000 surety bonds, for which The Bond Exchange will charge rates ranging from $85 to $1,000, depending on retailers' credit scores. The bonds will be used to cover losses if retailers fail to turn over any proceeds that should go to the lottery.

Retailers also will pay an annual $10 fee to be deposited into a fidelity fund maintained by the lottery.

Ray Thornton, the commission's chairman, said he does not plan to call another business meeting before the lottery's launch. He noted that the lottery is starting several months earlier than he originally expected and thanked Passailaigue and the lottery staff for doing "an outstanding job getting us to this point in time."

The logo doesn't look very fun to me, and it doesn't look like a lottery logo.

I wish the lotteries would stop throwing "education" in our faces.  Most people playing the lottery are happy to see money going to education, but they play the lottery to win money, not to donate to education.  Everyone is already paying for education through state and local taxes.  Enough!

Maybe that logo makes the Christian folks feel better about a lottery they didn't want in the first place.

I agree it doesn't have any appeal should have some $$$$ signs on it and a picture of a man and woman with smiling faces holding up some cash in each hand.

I don't subscribe to the "Christian" stereotype you're saying.  In truth, the lottery will most likely get more money from Christians than anyone else.

I think there are anti-gambling people in every state, but I don't think I would make generalizations about their religion.

I Agree!

i happen to be one of those Christians and i play....but of course, i budget, play with responsibility, and most of all i show the love of Christ first & foremost. i think you'll find a lot of us Christians here that follow that.

so you may want to reconsider your "Stereotype"What?

You know, when I glance at the logo, the first thing that catches my eye is that tassle hanging down -- it looks like a tear-drop to me.  Maybe that's the tear that most people will shed when their number doesn't hit? LOL

Or, come to think of it, maybe it looks like a liquor bottle -- like the booze you'll be drinking after blowing your last dime on the numbers? LOLLOL

Hmm... that former S.C. lottery director in charge of the Arkansas Lottery might have something to do with it?  Wink

Arkansas Lottery Web site address revealed!

A closer inspection of the scratch-off tickets reveals that the address for the new Arkansas Lottery Web site is:

http://www.myarkansaslottery.com/

(See it in tiny letters down the side of the scratch-off tickets?)

Right now the site just shows a count-down clock indicating that ticket sales will start in 15 days.

I guess they couldn't use a perfect Web address like www.arkansasscholarshiplottery.com or www.arscholarshiplottery.com.  Those names seem to be taken already. Wink

I can't believe it is almost time for the lottery to start up. I can't wait to buy my first scratch off ticket.

Oh! for gods sakes I never meant to turn my post in to a Christian basing, It's a known fact that the bible belt states are among the longest holdouts because Christians of all faiths were opposed to having a state lottery in the first place. Opponents from all faiths staunchly objected to their ever bringing lottery on board.

My wife is a born again bible thumping/caring Sunday school teacher she the pastor his wife and many members of the clergy are strongly opposed to the lottery they don't play, or advocate the lottery or any form of gambling nor would they accept any winnings to the church.

If I have offended anybody I apologize.

The logo is bland and could use some sprucing up.

Lottery directors do tend to bring a lot of old habits with them when they swtich states. Just look at how Rebecca Paul, or Hargrove, or Throatwarbler-Mangrove, started up the TN Lottery, a ton of similarities to Georgia.

There are a lot of lottery scratchers that are collectors. First issue should be a top piece for collectors. Unfortunately I heard the ones that have not been scratched at all bring the highest premium.
