Retailers who want to sell tickets for the new Tennessee lottery must abide by a list of criteria set Monday by the lottery corporation board.

Among the criteria for prospective lottery retailers:


  • Cannot be in business exclusively to sell lottery tickets.

  • Must be current in filing and paying all Tennessee taxes.

  • Cannot have a criminal record relating to the ''security and integrity'' of the lottery.

  • Cannot reside in the same household as a lottery director, officer or employee of the corporation.

  • Cannot be a provider of online or instant games or lottery-specific services over $75,000, or an employee of the vendor.

  • Pawnshops and ''deferred presentment services'' like check-cashing companies cannot sell tickets.

The corporation began recruiting retailers Sunday with newspaper advertisements across the state. Between 3,000 and 4,000 retailers are expected to sign up before the first ticket is sold, officials said.

Retailers will receive a commission of at least 6.5 percent of the lottery's gross sales in their stores.

Also today, board members approved a code of conduct for themselves and employees of the corporation. The code, which they each filled out and signed during the meeting, requires conflict of interest disclosure.
