      <description><![CDATA[Oklahoma's Education Lottery Commission holds its first meeting this afternoon at the state Capitol.The seven-member commission was appointed by Governor Henry on Monday. It will establish the framework for the statewide lottery approved by voters last November.Henry says he hopes to have scratch-off lottery games by October or November with electronic games beginning about six months after that and Powerball-type games by the fall of 2006.
