      <description><![CDATA[Mr. Gleason had it exactly right....statistical norms rule the lottery.  One month or one fiscal year might show less than expected profits or even a loss, but overall it evens out...the state is still guaranteed a good chunk of money.I liked this article because KY lottery officials seem to realize that the players should sometimes be on the winning side.
