      <description><![CDATA[Integrity is important; I agree.  I have wondered about the West Virginia games.  It seems that that state has more Powerball winners.  If it is a big jackpot or just a tiny one; a West Virginian is gonna win it.  Any stats on that anyone?  I have just observed this over the past few months.]]></description>

      <description><![CDATA[The key to a successful lottery is the integrity issue,  Tom Shaheen told the N.C. Lottery Commission.  But that's a word that is used rather loosely in the lottery industry.  You can only define integrity with actions.... The public has to understand through our actions that we are a lottery with integrity. Unique concept.  Wonder if elected officials will ever consider that option - integrity.]]></description>
