      <description><![CDATA[Yes, yes, yes, ALL states.  Yeah, the states that do not have a lottery fill the coffers of the lotto states---so why not keep the money at home.  When other states travel to Georgia, there is a sign in one border town that welcomes out of state dollars.  Hope the other states catch on.]]></description>

      <description><![CDATA[About 4,000 retailers have filed applications by Friday's deadline to be guaranteed the chance to sell the first North Carolina Education Lottery tickets, projected to start at the end of next month.<br /><br />The lottery office is working with ticket vendor GTECH Holdings Corp. to sell the first scratch-off tickets March 30.
