      <description><![CDATA[The state didn't do anything wrong and a lawsuit against them would probably be dismissed by a judge. His only reasonable chance is if he sues his coworker who forged the ticket, and I'm guessing a guy who drives a truck doesn't have enough money to make him rich. The jury decided not to convict him, but that doesn't mean he's innocent. The forgery charges were dropped, and the trial was for swearing that he bought a ticket that he later acknowledged he didn't buy. It may have been an honest mis...
