      <description><![CDATA[I don't see anything unusual about it.  That's about the same percentage of profits they make in the other games.  El Gordo is unusual because it returns 70% of the money in prizes, but 50% is common for USA lotteries, regardless of game.  Cash Only always complains about NY's 40% return.<br /><br />What's different about the raffle is not the state's profit, it's your odds of winning a million dollars (much better odds in a raffle game).  (In Delaware, it's a better shot at winning $250,000.]]></description>

      <description><![CDATA[The winning numbers for the Delaware Lottery's first-ever raffle were selected yesterday, Dec. 31, 2006.<br /><br />The winning number for the $250,000 grand prize is 00036224. The five winning numbers for the $25,000 prizes are 00029012, 00059271, 00066514, 00066667 and 00095829.<br /><br />There were 250 winning numbers that paid $500 apiece as well.
