So what keeps the clerk from punching in his/her PIN when the village idiot buys a ticket?He/she will still be able to steal the village idiots money.

The solution isn't assigning a PIN to store clerks.Harsh prison sentences for the thieves might be a better solution. You have to give the store clerk some incentive NOT to steal...a mandatory 10 or 20 year jail sentence might just be that needed incentive.

The story is a continuation of articles about fraud committed by the retailers against customers.
I don't see the point of merchants punching in their PIN before buying personal tickets. They don't make regular customers use PINs,do they? The lottery machines don't have anything to do with picking the numbers so their isn't any way that merchants could have a bearing on the outcome of the drawings. If a merchant wins a lottery,he did it the same way that everyone else does...with a healthy dose of LUCK!

I also don't see the point of buying their tickets from other merchants. What if they live... OLG should use this opportunity to rid itself of those retailers who cannot understand this concept. Then they certainly won't buy or redeem winning tickets at their own stores.
