      <description><![CDATA[I hope they are smart enough to keep the language simple...<br /><br />Payouts shall be at least XX (like 55%) of sales<br /><br />The games shall be operated so as to maximize net dollar proceeds to the beneficiary .<br /><br />This is the best way to avoind most of the pitfalls other lotteries are still dealing with today. You don't want to have a new piece of legislation every time you want to add or change a game.]]></description>
