      <description><![CDATA[Sad, ain't it? I always say that the benefits of a resource should benefit the person who sweats for it most then the others. If a city within a state spends a lot of money on the lottery, it is only natural that the state spend a higher percentage of the profits on that particular city. Fairs' fair.]]></description>
