      <description><![CDATA[Yes, it is a voluntary tax.<br /><br />But as you know they like to tax the tax as much as they can get away with.<br /><br />They do tax winnings and now they might also tax lottery sales, that is the buyers will pay the tax.<br /><br />You pay the tax when you buy the ticket and at the same time pay sales' tax on the amount of the sale and later if you win pay a tax on the win.<br /><br />Taxed 3 times, if bought online, pay an online gambling tax, now tax the tax 4 times.]]></description>
