The states always think they know better then us common unwashed masses. If a private business instead of the government was going to develop a new game, they would have had many focus groups and would have a lot of feedback from the people they needed to play. The MSL just figured that the monopoly brand would get people playing regardless, but they thought wrong.

I don't believe in lottery winnings being taxed at all really. 39% Federal tax is just insane! If lottery winners should be taxed 10% would be more than enough. Some other countries do not tax lottery prizes at all, and we could do the same. The government is a greedy beast who can never be satisfied.
