Idaho must be following in the footsteps of Indiana. from what you have explained, Idaho is following lockstep with Indiana. Many days of not only Pic3 but this new game of the Double Draw game as well as Wild card are all rigged.
They also have no external auditing of these games.

Arkansas lottery panel to recommend salary survey for auditor position
Commission feeling the heat as outcry over high salaries continues
The audit committee of the Arkansas Lottery Commission decided Wednesday to recommend a national survey of salaries paid to lottery auditors before setting pay for the person to be hired as internal auditor of Arkansas' lottery program.

I find no obscurity with the term All gambling wins must be reported and is taxable . This is in the link I provided.
If by chance you receive an audit, just tell them you didn't report the winnings because you believed the codes were just too confusing.....lol

Something stinks with Powerball
Winning numbers are not official until confirmed by the
auditing firm of Harvey, Covington Thomas, LLC.
But then click on the link Old Numbers on the top-right area.
In the bottom box, it states:
Every attempt is made to ensure that this list of numbers is
accurate, the official winning numbers are recorded in the
official draw files as certified by an independent accounting
firm. Winning numbers are not official until confirmed by the
