Pa. clerk stole $48K in lottery tickets
I guess some people just don't learn the lesson that CRIME DOES NOT PAY'. However, I want to know why it took the business owner so long to report this theft--someone should have caught her sooner if they had surveillance tapes running everyday.

Good 4 them! Working 3 jobs at her age should be a crime. I'm happy that they were blessed! If it were me, I would have been at the claim office before the doors opened! Just being honest...I think I'd go crazy from worry about the ticket coming up missing...or some freak accident happening...like it being washed in the laundry...or food spilling on it...or the wind blowing it away...or a fire destroying it.

Actually no it isn't his fault. You can't blame the victim in a crime. Buying an Ipod and a once in a lifetime lottery jackpot ticket are two entirely different things, especially when that ticket is a winner. Not to mention A LOT more expensive than an Ipod. That kind of money should be insured by the lottery, and yes they are liable. Again, you don't blame the victim in a crime regardless of how incoherent they are.

I did say maybe , didn't I? Stealing money is a small crime compared with terrorism, drug dealing and fraud to the tune of untold millions and many suffering individuals. This man's loss is not small. I would love to see justice. It's too bad this man is so far away. I'm afraid that justice is dead for most people.

This type of crime could be stopped if lottery commissions were serious about stopping it. In Ohio, some stores return tickets to their customers after they are checked even if a prize is won and paid. The clerks in these stores just keep the receipt for their records while other stores keep both tickets and receipts. If lottery commissions established a policy that required all stores to return all tickets to their customers after checking them then this would never happen.

Here is an interesting follow up to this story. This guy had to appear in court 3 days after collecting the money for a sex crime charge and tried to get a public defender because he didn't have the money to afford an attorney. It turns out the court knew he had won the money and made him supply his own attorney.

What's to prevent Scientific Games or Lottery employees buying winners?
If it is a small prize, there really isn't any security. With a larger prize they would look for unusual patterns (such as someone buying all the tickets going to one particular store). Also, people talk, and that's what usually catches someone who commits the perfect crime .
