N.M. Gov. signs bill to extend lottery scholarships
A bill signed by New Mexico Gov. Bill Richardson on Thursday is designed to extend the life of the lottery scholarship fund, which has been projected to run out of money in the next few years.
Senate Bill 364, sponsored by Senate Majority Leader Michael Sanchez, D-Belen, will require that more money from lottery sales goes to the scholarship fund, and less to administration.
The lottery scholarship allows all New Mexico high school graduates in good academic standing to attend college in s ...

N.M. Senate votes to shift more lottery funds to scholarships
The New Mexico State Senate voted 39-1 Tuesday to ensure that more proceeds from the New Mexico Lottery go toward the scholarship fund and less go toward administration.
Senate Bill 364 would require that at least 27 percent of revenue from lottery sales go toward scholarships starting July 1, and then at least 30 percent starting Jan. 1, 2009. Current law requiring that at least 50 percent of revenue go toward prizes will remain in effect.
The bill comes on the heels of a report last fall ...

Easley wants to take from scholarships and give to pre-K program
Gov. Mike Easley's spending plan for next year would shift profits from the N.C. Lottery toward a pre-kindergarten program at the expense of school construction and scholarships.
Easley has asked legislators to change the law so that he can earmark more money for the More at Four program, which prepares at-risk 4-year-old children for school. Easley wants to add 10,000 spaces in the program, which currently serves more than 1 ...

Indiana Senate approves lottery sell-off
Administration officials worked the back of the Senate chamber Tuesday and managed to secure just enough support to pass Gov. Mitch Daniels' plan to privatize the Hoosier Lottery.
The 27-20 vote comes from a GOP-controlled chamber that is far friendlier to the governor's plans than the Democratic-held House, where Senate Bill 577 heads next.
The legislation authorizes the state to enter into a contract with a private operator to run the lottery for the next 30 years.
In exchange, the st ...

Indiana Lottery privitization takes big step forward
Indiana Gov. Mitch Daniels' plan to privatize the state lottery took a major step forward Tuesday when a key Senate fiscal panel narrowly approved the proposal.
The 7-5 vote came after educators and business leaders lined up to support leasing the Hoosier Lottery to a private operator in exchange for $1 billion toward a life sciences initiative and scholarships meant to keep smart Hoosier kids in Indiana.
One Republican joined the four Democrats on the committee to vote against the measure ...

Indiana Lottery sell-off advances in state Senate
Correction: This story originally identified Kentucky as the state selling off its lottery. We apologize for the error.
A Senate committee approved legislation yesterday to privatize the Hoosier Lottery after university officials said they needed the money it would generate to attract top researchers and boost life sciences.
We believe this bill is a difference maker, said Purdue University President Martin Jischke.
Senate Bill 577 passed 7-5 largely along party lines, with Republi ...

Ohio Lottery panel rejects new Gov.'s call for smaller prizes
Ohio Lottery Commission officials say a recommendation from Ohio's new Governor that they reduce prizes to give their profits a boost would have the opposite effect.
Lottery officials responded yesterday to a report from Gov. Ted Strickland's transition advisers that said the lottery has an inordinately high percentage of prize payouts.
The advisory panel last month asked lottery commissioners to consider scaling back the 59 percent it returned in prizes, which was higher in 2004 than w ...

Nationwide, lotteries pay for far more than education
Martha Keller is a 78-year-old resident of Altoona, Pa., who frequently takes the bus from her apartment on Walnut Avenue to her doctor's office or the local senior center. Chandni Amin is a 19-year-old nursing student at Georgia State University in Atlanta.
Keller and Amin have little in common save for one thing both are benefiting directly from money raised by state lotteries. Lotteries help pay for everything from education to economic development, buses to baseball stadiums.

With the N.Y. Lottery, money flows upriver
The New York Lottery isn't just a game in Herkimer County.
With a dwindling tax base and shrinking corporate presence, most of the rural county's school districts rely heavily on annual distributions from the Lottery to stay afloat. One of every 10 dollars spent on education in the county comes from state-sanctioned games of chance.
Districts such as ours are high-need, low-income and low-wealth in property values, said Robert Service, superintendent of the Ilion Central School District, ...
