Your best bet would be to find where the local cashing agents are. It varies from state to state, but usually there's a few dozen (or maybe even a few hundred) stores spread throughout the state that can cash winners larger than $600 (the typical upper limit for most retailers).
Generally, the ticket stock of these cashing agents is much better than any local store - there's one not 5 minutes from where I live, and instead of the typical 16-24 games that most stores have, these guys have nearly 60.
