teens/teenagers dont have horse racing, what if you let dog racing be for teenagers or swimming racing gambling be for teenagers...

Online poker still is a global billion of dollars business minus of course the billions not being spent by the U.S. players. One of the arguments against legal U.S. online poker is how to regulate it so teenagers can't play. Teenagers can't legally bet at race tracks (including dog tracks), in casinos, or the lottery, but you're suggesting kids wager their allowance betting on swimming of all things.
How about betting on finger painting for Kindergärtners?
