Need some Excel help

I need your expertise excel help...

Can you create a spreadsheet that can do the following...

01x 05x 07x 08x

21x 25x 27x 28x

61x 65x 67x 68x

81x 85x 87x 88x

x10 x13 x17 x18

x50 x53 x57 x58

x70 x73 x77 x78

x80 x83 x87 x88

0x0 0x3 0x7 0x8

For each of the sets above I have certain pairs I want to impliment into these sets, but only want them forming numbers if it already has one of the numbers in the pairs within it.  For example above we have 8x0 8x3 8x7 8x8.... if I have the pairs 19, 01, 05 and 15 I want it to only produce sets of straight numbers that the pair would join in...so since pair 8x0 has the 0 in it, it would make 810 from pair 01 and also make set 850 from pair 05... and so on for all the other sets. 

Is this something that can be done?  Thanks.

B1: '="01"&$A$1', but if you need to filter then B1 '=0', C1 '=1', D1 '=$A$1', next row.

If you want to add combinations then you better put all thousand combinations in the cells and filter out what you want to play.
