  so if i win a $200 dollar instant scratcher can i go to a different retail i bought it from to exchange it

  Yes. As long as it's in the same state that the scratch off ticket came from. I don't understand what your asking for in your title though. Where are you wanting to send a ticket? Are you wanting to send a ticket to someone?

  I do that frequently. Sometimes I buy from small convenience stores but if I win a larger amount of money, say around $50 or more, I got a supermarket to cash it, since they tend to have more cash on hand than a convenience store does.
