Does any Lottery Brilliant person here know, or can you figure out, the Pen and Paper formula behind this system:

The Infamous $199 Wheel (Pick 4) FTIW4 v3.2 Guarantees 3 out of 4 for Unmatched Results

This system produces 14 numbers to play, and for the state of South Carolina, usually produces the 3/4 result within the first 3 numbers to play. So, it's still a guessing game, however, if we knew the Pen and Paper formula behind this system, perhaps the system could be tweaked.

CoverMaster can't be tweaked using paper and pencil, all you can do is try and make the wheel more efficient using the tools it provides.

* you don't need to buy every combination, just the winning ones *

What does this list of numbers represent ? If this is some sort of wheel, I don't understand it.

You asked for a 14 line pick-4 wheel that guarantees matching 3 digits when 4 different digits are drawn and that is exactly what that list of numbers represents. The system probably gives 14 lines of letters and a formula is used to exchange the letters for digits. You can change the digits 1 to 0 with the letters A to J on Bob's wheel, use the same formula from your system, and get the same results.

If the 3 if 4 wheel is the most important part of the $199 systems, that part can be found free on the Net. I'm guessing the "pen and paper" formula is the order that all 10 digits are placed into the wheel. It could be most favored to least favored, hot to cold, or any specific order.

There are similar wheels and "formulas" for the pick-3 games and probably a more logical play because 72% of the results have 3 different digits when it's only 50.4% for the pick-4.

For the purpose of building a system around the wheel, I've created a new (10,4,3,4)=14 matrix.

Here we have the wheel built around four power lines 1-2-3-4, 4-5-6-7, 7-8-9-0 and 1-2-9-0

Usual system make work instructions might include counting the number of times each digit has been drawn over a recent range of draws, 7, 10, 14 working with midday to midday or evening to evening or midday to evening to midday to evening, etc. Rank from most drawn to least drawn, i.e.: "hot" to "cold" Exchange with the place holder numbers on the wheel. (Use one method while testing the others if you must play otherwise just test to find the method that works more often then the others.)

This way we automatically play the "hot" four, the "average" four, the "cold" four, and the two "hottest" with the two "coldest" while at the same time enjoying the 3if4 guarantee when all different digits are drawn.

I didn't do it here. There might be more to it.

Do I set the maximum of lines somewhere?

When you've setup the grid to the game size and maybe put in some lines you'd like to have in the wheel and locked them using the drop down menu, it's time to generate a wheel.

When Generate is clicked on a box opens, among the settings is Ticket Count the option to limit the number of lines. This can be because you already know the size the wheel can be built within, or the size of the play budget, etc.

Anyway, in generate you can set some perameters of the build such as how many lines, percentage of coverage and so forth. Play with the program, you can't break it.

When building a wheel, when you don't know what the size will be, yes remove some lines and run the optimizer and see if the wheel can be made in fewer lines. When trying to build a tough wheel you may find optimizer runs out of ways to attempt to close the wheel with what its got, so delete some lines, add some junks lines like 1-2-3-4-5-6 just to give the software some wiggle room to try other paths.
