The reason I asked was because if only happens in a small percentage of drawings, it still could be used as a spot play if there is something that happens consistently and can be used as a trigger.
"BUT, 98 is part of 1,9,8... so we know to play digit "1" on next drawing."
98 is part of 298 and 398 too so why don't we know to play digit "2" or "3" on the next drawing?
It's possible some your ideas can be used as less expensive and higher profit generating spot plays, but when to play this one is very limited because we shouldn't expect to see more than 30 doubles in the next 100 drawings. And it's not true that "Double or Consecutive always on top of each others".
98 IS NOT THE PART OF 298 AND 398...

WHENEVER YOU SEE 18 PLAY 9

Just one more question, 98 is consecutive, but there is a "0" between the 1 and 9 and 18 is self explanatory. Is there an exception to the consecutive/doubles rule?
