I seem to remember Illinois "jumping the gun" and allowing at least one Big Game winner (after the 1998 change in Federal law allowing lotteries to give winners a 60-day window in which to choose cash or annuity) to collect their jackpot prize in lump sum, while it was a 5/50 + 1/25 game.
The closest state to me, of the original six BG states, did not allow jackpot winners to choose cash until BG was changed to 5/50 + 1/36 in January 1999.
Can anyone verify this for me?
Remember that BG/now MM is run by the member states, rather than as an organization (eg MUSL).
