When I file my city taxes, it clearly state that interest earned on savings, pension plans and lottery winnings are not taxable.  Some cities langauage is not so clear so they will tax anything included on your Federal and State tax forms if they can.  The Ohio supreme court just came out with a ruling.

    NYC (and some other cities) residents who win big are subject to federal, state, AND city withholding.

      Although not exactly on-topic, almost all Connecticut wins $600 or more are now subject to withholding, whether or not you are a CT resident.

        In Ohio, nothing is withheld from prizes $600-$5000, but a winner has to file a form to get his winnings and he receives a W-G form at the end of the year for filing taxes.  Legally all lottery winnings are taxable whether the state withholds monies or not.
