Numbers are strange and I have seen weird things happen without any explanation.  But it looks to me like an isolated incident, without more examples it won't hold water. (it leaks)

Here in PA, back in the 1980's we had the whole 666 scandal when they injected numbers with latex paint so that only 6's and 4's could be drawn... that scam netted 1.8M for the conspirators... but thanks to them, things are strictly monitored (or so they claim)...
