Picking the 2 of the 4 digits digits at random to return in the next draw could give us 6 pairs

        01,  02,03,  ..or..  12,13,23 

     Lets bet with the 01 pair to return. 

  Now put the returning pair with the 6 other numbers that didn't hit today. Those would be 4,5,6,7,8,9

 That would give us only 15 pairs to play
