I don't think it's so much of finding people guilty when they are but, all the escalated and illegal fees which are added to the base fine is sad. Yeah, the man stole $5 worth of meat but, he was trying to feed his family, too. It wasn't jewelry, electronics, or of the like...people were hungry. Maybe he could've plead his case and asked or even went to a local church for help but, he was still hungry. If he couldn't afford the meat, how in hell can he afford the fine plus a bogus 'extension fee' of $50? At least he's paying his fine down but, I'd like to know how he got to where he was and couldn't borrow $10 from a buddy or family member? That would be an absolute last resort for me if I ever got real bad in that way.
