Randomness is only a matter of when.

Randomness

Randomness is the lack of pattern or predictability in events. A random sequence of events, symbols or steps has no order and does not follow an intelligible pattern or combination. Individual random events are by definition unpredictable, but in many cases the frequency of different outcomes over a large number of events (or "trials") is predictable.

If I may suggest that randomness where lottery games are concerned is a two-part question.
First, any analysis of how mechanical ball machines function clearly shows that the ball selection is clearly a random process. There are no features that suggest the outcome is being managed.
Secondly, any tracking program will reveal that the machine output is not a purely random process, given the repetition that occurs.
Random number computer generators used by some states probably have a selection process that is random, but the outcomes are not.
So, when folks claim that the 'outcomes' are not necessarily random are correct.
But, no dumb machines without a memory can know what it's doing. It's just mixing balls and opening escape hatches.
Thanks
