Congress needs to fund the new wall before it can be built. They have enough money to fix. repair and beef up existing wall.
Blame Congress not Trump.
It was not worth shutting down the government using the remaining Obama budget year.
Trump knew the Democrats were strategizing for a government shutdown in Trumps first 100 days. When Trump took the wall funding out of the negotiation the Democrats were shell shocked.
Have the wall money fight in the fall.
