They say there were tunnels under those areas. They say the military has been working the past few years to clear them out and close them all over the place. Conspiracy theory, who knows???

What is unseen behind the fancy painted walls and under the floor boards is a carpenters nightmare.
No doubt the plumbing has cast iron drain pipes which builds up scale on the inside which catches the waste and plugs up.
The water pipes could be old galvanized pipe or copper with solder containing a high content of lead.
The electrical could be the old nob and tube type in some areas.
If there are old plaster wall they may contain asbestos in the mixture.
Could be old lead paint used also.

TEAR IT DOWWWN.
Bring it up to code.

VIP's from foreign countries must think we live the old fashioned way with outhouses still in use.
It is a wonder the porta-potties did not have spiders crawling  around under the seat ready for the first ass to make a showing.

"It is absurd that tents need to be erected on the South Lawn for state dinners, and VIPs are forced to use porta-potties."
