From what I read about helping the needy before all these gov't programs and gov't telling you what to do in your community the help was provided just like this community (she) is doing. Among other charitable programs befor gov't took control of it.
Helping others do not need a permit to do.

DEMOCRATS GONE WILD!
You will not take the initiative to help people, that's the government's job!
And especially if the food is being supplied by the Catholic Church!
The government is at war with the Catholic Church!
