Russia is a far different country when it comes to their people and member countries in the Russian union.
Protestors in Russia use violent means when protesting so violence is controlled by violence. A president does what is needed for control of the country.

If protestors or states in the US used violence to achieve their goal the feds will use violence for control and the responsibility for the violence would fall with the president.

The methods used in the United States to control violence is as different as night and day. In the US you have a right to speak out against injustice, but to do so in Russia, you would be arrested, jailed indefinitely, or you and your whole family would disappear from the face of the Earth.
