That's the problem with throwing money at schools.
All it does is reward incompetent union-thug teachers for doing a terrible job.

That's the problem throwing money anywhere. It doesn't solve any problems. Look at Libya, Obama and Hillary threw money to terrorists, never solved nothing. They throw money into EBT cards, 30-40% of that money is traded for cigarettes, booze and other items. We have a little over a million people in Orange County. Forty two millions dollars in social programs is unaccounted for.
