This article was useless. It failed to breakdown the races that received the most welfare. Blacks and Whites are neck and neck. Together they make up about 75%. Even though Blacks make up < 14% of the population, the unemployment rate for Blacks are extremely higher than that for whites. This is not an excuse it is only a fact.
