Great call, mayor!! Those kids practiced and played both very hard and well regardless of the players' origins. Yeah, there are rules regarding this but, it's been pretty much confirmed that OTHERS WERE DOING IT, TOO and if you punish one then you punish them all. Otherwise, it's DISCRIMINATION to find fault in one for doing the same thing as others...and not find fault in them. In other words, they WERE ALL PLAYING BY THE SAME RULES for the most part.

This sort of thing has been going on FOREVER in all sports. Even when I was in school, kids from other areas played on local teams via using a local address of a family relative which they'd actually reside at least part time and that's all that was needed. It's called 'fudging the rules' and it's happening in the pros right now.
