N.C. Lottery to join Powerball

North Carolina residents will get a shot at the nation's largest lottery jackpots.

The state lottery commission voted Monday to join the multistate Powerball game, known for offering jackpots of $100 million and more, including one last month for $340 million, the second-largest in U.S. lottery history.

Twenty-eight other states, the District of Columbia and the U.S. Virgin Islands sell Powerball tickets. They could be available as soon as July.

North Carolina will pay nothing to join the game. A portion of the sales, based on the percentage of tickets sold in the state, will be pooled into the jackpot prize.

Lottery administrators said joining Powerball was the quickest way to collect the $425 million a year expected to pay for education projects such as lowering class sizes, building schools and offering college scholarships for low-income students.

"We needed to do that to generate sales," said Max Cogburn Jr. of Asheville, who was appointed to the lottery commission last week. "The people are going to require that you have a multi-state game or you won't have sales at the same level."

Jackpots of $25 million were enough a decade ago to draw new players. But now there is a greater demand for higher jackpots, said Tom Shaheen, executive director of North Carolina's lottery.

North Carolina will officially start its lottery in April with instant-scratch tickets.

Powerball offers players a combined jackpot prize and cash prizes. Drawings are held on Wednesday and Saturday nights. Game administrators draw five white balls out of a drum with 55 balls and one red ball out of a drum with 42 red balls.

Players win by matching the red ball or a combination of up to five white balls. Matching all five balls plus the red Power Ball equals the jackpot prize.

they will officially start its lottery with powerball which is ball oriented.congratulations north carolina residents.however the suspense is still there as to the question concerning the fact of are they gonna have ball drawings or computerized drawings.starting with ball drawings will get them off to the right start.

I'm glad that NC is joining PB in July 2006. It's great that they don't have to pay anything and also help people with low income.

The sooner we get the Powerball game up and running the better.Maybe the people will raise cain if they try computerized draws after being exposed to the ball draws.I found it a bit odd that the director said the Pick3 and Pick4 type games don't draw that much interest.Is he basing that on play in NM?The interest may be very different here because of the size of NC compared to NM.

ConfusedI don't know where he is getting his information from about the pick 3 and 4 and besides it stated pick 3 or 4.  So it's possible that it will not be a pick 3.  There was great concern about certain people playing pick 3 and even having lottery outlet near their neighborhoods.  I suspected it from the beginning and Todd told me it was too early in the game to make that assumption.  I noticed that they never mentioned Pick 3 and it made me suspicious.  They are a bunch of a-holes.

Pick 3 has always been the favorite for low income people.  If there wouldn't be a pick 3 game I will boycott the hell out of the NC lottery.  I wouldn't even buy a scratch off.

If they are planning on the powerball to generate the money they want alone they got a big surprise coming.  I will not support them.  People play pick 3 everyday and sometimes twice a day and have been playing pick 3 in the hood long before any lottery in any US state was legal.  People don't play Powerball type games everyday.  I'm surprised that the Powerball will come before any of the other games.  That is a big mistake.  Those 3 months before they bring the others games will show them.  They will take a lost.

And I'm going to be laughing all the way to the bank from playing in other states.

Rant This is me right about now. I also wanted MM. I can drive 5 freakin' minutes across the border to get PB. I know that's not the case with most NC residents, but I think it also screws us with the amount of South Carolinians that would come over the border and support OUR lottery. Poor planning all the way around for the NC lottery. As excited as I was when they passed this, now I am very very disappointed.

Shaheen also dropped the ball on the numbers games. The natural progression is scratchers, followed by Pick 3, Pick 4, Pick 5 and then a major Jackpot game. And if they select one numbers game over another, that is complete B.S.

Tenaj - you spoke of the hood and lower income folks. I agree with your take on that. With the reasoning that NC has had on this, don't they assume that those in low income neighborhoods are going to play Powerball and even MORE scratchers to compensate for the lack of a P3 or P4 game? And if it's a P4 game, then the low income people will be spending MORE to chase the win since the odds are against them. Makes no sense. This state is ridiculous. Someone needs to wake up in Raleigh and smell the coffee.

Backwards planning for a backward committee and backward state (even though this has been my home forever). I am very disappointed.

Maybe I am whining, but I see this state not making as much money as they hoped. They only get a windfall from PB every few months...the daily games will provide them with their main source of revenue.

As we have said..NC could NOT  join the MM.That option was not available.It's not poor planning,it was not an option.I agree that MM might have been a better pick but,there was no way to join.

 

As I now recall,we probably won't be able to join Lotto South because I believe I've read that Virginia won't allow any state that is not in the MM to join now that Kentucky has dropped out.I still think it would be great to form some sort of multi-state regional lottery with states in this area to act as an alternative to a singular state lotto game.SC has said it is too small for a state game.Tenn. does not have one either,as far as I know.Hmmm,maybe a Tri-State game of our own.
