Democrat gubernatorial candidate Sue Bell Cobb laid out a detailed plan for a state lottery Wednesday, saying the proposal would put Alabamians in a better position to get higher paying jobs.

The former Alabama Supreme Court chief justice said under her plan, lottery proceeds will fund K-4 and childcare programs in the state, fully fund career tech at hospitals, and fully fund the gap with federal Pell Grants.

In a video released along with the email, Cobb said a lottery would bring in "desperately needed revenue" to Alabama.

"When I'm elected governor, we'll have the Lifelong Learners Lottery," Cobb said.

As she held up a Florida lottery ticket in the video, Cobb said, "This is a winning ticket, and it doesn't matter what the numbers are because [Florida] is benefiting daily from revenue."

"We will be bringing not just more, but better jobs to Alabama, and this lottery will ensure that we will have the workforce primed and ready to assume those jobs," she added.

One of Cobb's primary opponents, Walter Maddox, is also in favor of a state lottery. 

The issue has been one supported by Democrats, including former Gov. Don Siegelman.

      Wouldn't it be something if they were to get a lottery before Mississippi?  There aren't as many casinos in Alabama, I'm sure just as many Bible thumpers though.

                I think I'll reach the top of Mount Everest in the nude before Alabama gets a lottery.

                The lottery is NOT a tax on the poor.  By calling it a tax, you are calling it mandatory, which is what taxes are.  But the lottery is NOT mandatory, therefore calling it a tax highly inaccurate.

                  I read that story, that women wasn't very nice. The moral of the story is, don't broadcast the news.

                      Two-thirds of Alabamians want a lottery. AGREED. It’s time that we join over 90% of US states through introducing our own lottery. We desperately need the revenue it generates. Unlike other states, however, the Alabama lottery will operate with transparency and only fund:

                      •CHILD CARE and EARLY CHILDHOOD EDUCATION programs that are proven to work.

                      •CUTTING-EDGE VOCATIONAL TRAINING options that reduce high-school drop-out rates and vastly improved state industrial recruitment.

                      •SCHOLARSHIPS to ensure that all Alabamians can afford a college or technical education. We must fill the gap between Pell grant funding and the cost of attending two-year technical schools and four-year colleges.

                        Alabama should look to the United Kingdom, for an example of how to run a very successful lottery.


                        Increase in smartphone and tablet players fuel surge of interest in the British National Lottery

                        Sales at newsagents and other retailers rose £73m last year to a record £6.01bn. Those sales, which include Lotto, Euromillions and scratchcards, make up about 80% of Camelot’s revenues.

                        Digital sales on tablets and smartphones rose 53% to £596m.

                        Camelot, the UK National Lottery operator, said more than £35bn had been raised for good causes since it started running the lottery from its launch in 1994. The company takes about 1% of revenues as profit, meaning it is likely to make about £75m after tax for last year.
