Final decision after back-and-forth fate of convicted former MUSL Security Director

CLARINDA, Iowa — Convicted lottery rigger Eddie Tipton was released from prison on Friday following a series of events that had his freedom in limbo.
According to the Iowa Department of Corrections online prison records, Eddie Tipton, 59, was released from prison in Clarinda, Iowa on parole.
Tipton changed lottery history forever when he was sentenced to the maximum 25 years in prison for rigging multiple computerized lottery drawings in several states so he and other accomplices could collect the jackpots.
In January 2020, he filed a lawsuit while imprisoned at Clarinda Correctional Facility in an attempt to halt all restitution he had originally agreed to pay, and he claimed that he was coerced into pleading guilty to the charges he was convicted of.
"The sentence is cruel and unusual because it has been applied to an actually innocent person simply ot see that he is charged with a crime," Tipton wrote.
After serving only four and a half years of his 25-year prison sentence, he was granted parole due to good behavior. However, a judge reversed the decision right before Tipton was scheduled to be released after he entered a "physical altercation" with another inmate at the correctional facility's gym in February. Judge Melissa Clarke wrote that he had "made offensive physical contact with the other individual by pushing [him]."
Online prisoner records now show that Tipton was officially released on parole as of Friday, July 15, although a new trial date was set for August 17 to determine whether he owes restitution. He argues that Iowa officials charged him for restitution in states in which they have no jurisdiction.

My only hope is that a Judge never expunges his record/conviction.
Convicted felon should stay with him until he is looking @ the roots of the Daisies.
Hope he still has to pay restitution. IMHO this release and parole is a slap in the face of the Judicial system.
Don't foresee MUSL (LOL) ever hiring him again and no reputable firm will either.
Looking at the timeline included in the article is a trip down memory lane. It's pretty wild that Lottery Post has been covering this story for 11 years now, starting before any kind of crime was known about, to inklings of something wrong, to conviction and imprisonment, to parole.
Hopefully Lottery Post's coverage of this story has helped the public to understand the risks and pitfalls of computerized drawings. Although computerized drawings have made inroads in some states, I'd like to think that the public's exposure to inherent weaknesses of computerized drawings has prevented the most states from ditching their reliable and secure ball drawings.

Periodically on Kentucky FB page with pictures to play Pick 3/4 et al I put on there for all to see: 13 APR 2020 the day the mechanical ball drawings went away to the dreaded RNG. (Private FB msg to them to bring back ball drawings was 'no plans now and we'll bring it up in one of their meetings'.) Like beating a dead horse... I have lost the battle, but won the war because the vote with my wallet not playing is showing my protest.
Can we get the numbers for the mega millions at least he could do that lol
I must be missing something in this story. It states taht Tipton was officially released on parole as of Friday, July 25th. The last month where the 25th was on a Friday was in March. Also, it's not even July 25th yet.

You misread it. It says July 15.
What new scam will the Tipton Bros. concoct now that they are reunited? l hope he learned a very important lesson not to involve random friends of friends of friends in his schemes. He might have gotten away with it if he just kept it between himself and Tommy.
According the KY Lottery annual report,
"Draw game sales increased $76.9 million or 17.9 percent from 2020 to $506.0 million. Powerball and Mega Millions sales increased $11.4 million and $13.1 million, respectively, as a result of high
jackpot levels. The Mega Millions jackpot hit $1 billion and the Powerball jackpot climbed to $731
million."
And "Pick 3 and Pick 4 games had strong sales this year. In total, these games accounted for a $36.1
million increase in sales compared to prior year".
They might hear your protest but ticket sales paint a different picture. The 2020 Pick 3 sales increased by 17 million from 2019 and increased another 27 million in 2021. Apparently the major of Pick 3 players don't agree with you.
Saw this in a post from a 2012 thread,
"The lottery office is always trying to find a reason not to pay out and i don't see anything wrong the lottery offices are greedy and crooks themeselves their will be alot of people that will claim their winnings in a trust. Ironic how that poster called the lottery people (including Tipton) "crooks" and touted claiming anonymously. What if they simply gave the Hexam Investments Trust a no-questions-asked check?
How can anyone be stupid enough to get into a fight after they have already made parole and is about to be released? For a guy who masterminded such a complicated crime, that was not a smart decision.

So far as part of the conditions of his release includes, no association or affiliation with anything lottery related. If he does not like it, he can take his fraudulent self back to jail.

When the other gentlemen in the prison hear that you will soon be getting released, the ones that are not on particularly good terms with you will instigate situations with you conducive to accumulating infractions reaching a level necessitating suspension of privileges up to and including parole. I can pretty much guarantee that schmuck wasn't looking for a fight.
He got caught for two reasons.
1) He waited till the last minute to cash the ticket he bought in N.Y. His lawyer filed the claim, and when told they had to do it in person, they never showed up to cash it in.
2) He bought the ticket himself. Lottery officials thought it was strange they didn't show up to claim the money, looked at the store video to see who bought it and recognized his voice on the tape. The rest is history.

I mentioned months ago that there was a probable legal and procedural issue with the previous restitution "decision" covering multiple states.
Today's lesson, boys and girls, is that if you're going to steal you should do it with a fountain pen. Or a keyboard.

He originally got two five year sentences to run consecutively and his crew that were in on the "fix" ruined their own lives. His defence was he wants people to believe he was scapegoat.
The Iowa Lottery and MUSL are dodging the real question; if they know their RNG can be rigged, why are they still using it?

Todd, please take off your rose colored glasses......Not everything is at is seems, especially in NC. Ball drawings are no more legit than RNG when you can pre-tape drawings and show what you what they want to bring out, like here in NC. MAYBE some day, you will find some news fodder from NC as it relates to:
1.) NC having an RFP out for an auditor every 2 years and somehow, Thomas & Gibbs ALWAYS wins it.....lets start there, shall we?
2.)If not there, then start with Mark Michalko who used to be a "C-Level" exec at IGT before NCEL snagged him in 2018. Oh, did I mention conflict of interest? NCEL has a 10-year 27 mil a year contract with his buddies at IGT. If that does not reek of corruption, I don't know what does! You can't tell me he does not deal with his old buddies.
It is a taped ball draw here, you see the announcer with a machine, then they cut to just the chute, not announcer and can't see what is going on in the bottom. They have also been heard during the countdown them rehearsing a number and sure as S*%T, THAT WAS THE #! Needless to say, after incidences like this, we never see that announcer again.

Compare this to the former college coach who took bribes to admit people into college as student athletes who had no athletic ability.
He was just given 2 1/2 years in prison.
So which in your eyes is worse?

If you think this is bad you should look at what some states did after this.
There was a winner in my state (CO) that won a three way prize only to find out later they were the sole winner when it came out the other two winners were associates of tiptons.
They sued the lottery for the other 2/3rds of the prize in a case that made its way all the way up to the ssc who ruled that even though he was the only true winner and entitled to the entire jackpot he was not to get it.
So basically they said if the lottery does not want to pay out the full amount they do not have to and there is nothing the players can do about it.
Since then they have refused to pay out the full amount multiple times.
Now he is about to go win the lottery.
