Calif. Lottery director's job doesn't depend on auditor's report

The California state Senate's decision on confirmation of Joan Borucki as director of the state lottery will be history by the time the state auditor completes its report on a questionable employee recognition celebration.

The Senate Rules Committee postponed Wednesday's scheduled hearing for a week while staff gathers information for any committee members who may have questions on the Nov. 8 lottery event, said Alicia Trost, a spokesman for Senate leader Don Perata, D-Oakland. Perata plans to hold the confirmation hearing Feb. 6.

The one-year deadline for the full Senate to act on Borucki's appointment by Gov. Arnold Schwarzenegger to the $133,732 a year post is Feb. 14.

The state Controller's Office — in a development first reported by the Sacramento Bee — is looking into whether the expenses were appropriate for a public, education-benefiting operation. But Controller's Office spokeswoman Hallye Jordan said Tuesday that the audit will not be completed until the first or second week of March.

Though Sen. Dean Florez, a Fresno-area Democrat, is holding a Feb. 12 informational government-organization committee hearing on the use of administrative funds for the party, Jordan said the Controller's Office will be unable to share any details of their findings with Florez until the audit is finished weeks later.

Jordan said the total estimated cost of the celebration has grown slightly to a total of $45,500.
