When numbers are draw in Pick 3 and Pick 4 all they do is they go up and they go down on something that has already been drawn. What you have to do is try to figure out on which numbers they are going to go up or down on. In most instances they either go up or down by one point or a 100 points. So New York had 431...so they can go to 432 or 531. Now it might not be in the formation.
